Highlighted Action Items from the November 20, 2012 St. Johns County Board of County Commissioners Regular Meeting:
Reorganization of the Board
• A presentation was made by the County Administrator, Michael D. Wanchick in recognition of outgoing Commissioner J. Ken Bryan. Recognition awards were also presented to outgoing Chair J. Ken Bryan and Vice?Chair Jay Morris.
• Administered by Honorable Judge J. Michael Traynor, Circuit Court Judge of the Seventh Judicial Circuit, Oaths of Office were taken by Commissioners Cyndi Stevenson, William McClure, and Rachael Bennett.
• Commissioner Jay Morris was elected Chair of the Board of County Commissioners.
• Commissioner Bill. McClure was elected Vice?Chair of the Board of County Commissioners.
Consent Agenda Item Nine – Two Improved Lift Stations Conveyed to City of St. Augustine
St. Johns County has completed improvements on the 4th Street and 16th Street Lift Stations and conveyed the property by County Deed to The City of St. Augustine. The City recently applied for funding with the Florida Department of Environmental Protection (FDEP) State Revolving Fund (SRF) program to determine the feasibility (SRF Facilities Plan) of installing a central sewer collection and transmission system in the West Augustine area.
The 4th Street and 16th Street lift Stations and the gravity mains and sewer services provided for these lift stations (sewer infrastructure) will facilitate further expansion of that sewer system in the West Augustine area. Conveying the sewer infrastructure to the City will increase the feasibility of installation of some sewer areas identified within the SRF Facilities Plan and will provide opportunity for residents along St. Johns and Duval Streets to connect to a central sewer collection system.
Consent Agenda Item Twelve – Grant for Extension of County Household Hazardous Waste Program
The Board authorized the County Administrator, or his designee, to accept a grant from the Florida Department of Environmental Protection to extend the St. Johns County Household Hazardous Waste Program to certain under?served areas of the County. No match is required for the grant.
Consent Agenda Item Twenty?two – Grant Contract for Vilano Beach Boat Ramp Maintenance
The Board adopted a resolution approving a grant contract between the Florida Inland Navigation District (FIND) and St. Johns County and authorized the County Administrator, or his designee, to execute the contract. FIND sponsors an annual Waterways Assistance Program for member counties. St. Johns County Recreation and Parks department received authorization to make application for these funds for the Vilano Beach Boat Ramp Maintenance Dredge Project and was subsequently awarded funding.
Regular Agenda Item One – New Pooled Commercial Paper Loan Program Refinance
Pursuant to Resolution No. 2010?55, the Board determined to undertake a capital project for the acquisition of voting equipment and fire rescue vehicles. The funding source for the project was the proceeds of the County’s Revenue Note, Draw No. A?3?2 (the “Prior Note”), issued pursuant to the pooled commercial paper loan program of Florida Local Government Finance Commission (“FLGFC”). The Prior Note matures on December 4, 2012, with a principal amount due of $1,132,000. Through participation in FLGFC’s new pooled commercial paper loan program the Board is able to refinance the Prior Note and execute a loan agreement which authorizes total borrowings under the new program not exceeding $30,000,000, pledges certain non?ad valorem funds to the repayment of funds actually borrowed, and allows actual borrowing of $1,132,000 for the refinancing of the Prior Note.
Educational Workshop for Board and Public
The session was designed to educate both the Board and the public about some of the most common laws that affect elected officials, volunteers who serve on local government advisory committees and boards, and citizens who wish to take an active role in County government. Virginia Delegal, General Counsel for the Florida Association of Counties, made a presentation covering County Government Form and Function. Additionally, attorneys from the Office of the County Attorney reviewed the Code of Ethics for Public Officers and Employees and laws related to Quasi?Judicial Proceedings, Government in the Sunshine, and Public Records.
